With the development of China's economy, suppliers are finding it increasingly difficult to recruit and retain production line employees. In 2017, China's labor force fell below one billion for the first time since 2010, and this downward trend is expected to continue throughout the 21st century.

The sharp drop in labor has led to the high turnover rate of Chinese factories, so that the factories have to hire additional temporary workers to complete the deadline orders. For example, several secret audits of suppliers by Apple revealed that the factory is using labor intermediaries extensively to use temporary workers who have not been formally trained or signed a contract.

When untrained new workers continue to participate in the production process, the high replacement rate of employees in supplier factories may cause delays in delivery and quality problems. Therefore, a high-quality manpower review should include the following inspections:

*Whether the company has a structured training plan for new and existing employees;

* New employee entry and qualification test records;

*Formal and systematic training record files;

*Statistics of employees' years of employment

The clear structure of these systems helps prove the factory owner's investment and management of human resources. In the long run, this can almost equate to lower operating costs, more experienced workers and more stable quality products.
